I got this email on 13Feb2008 from a friend of ours who is a Certified Immigration Consultant in Canada. She just got back from Edmonton, Alberta on a business trip – meeting some employers there who’s willing to hire foreign workers.
I’m not present so I don’t know the details of her email but one thing we know of – she’s a very honest and frank person and is very dedicated in helping those who wanted to move or work in Canada.

Hello everyone,
After 30 years residing in Ontario, Canada, I finally took the opportunity to visit Alberta, a 3 hour flight.We Ontarians thought Alberta is so much colder ( well it is) but it’s bearable for as long as you “bundle up”. I attended the seminar in Edmonton ( capital of Alberta) on Wednesday, February 6. The seminar is about ” Hiring Foreign Workers”. The seminar was held in Westin Hotel in downtown area and was attended by recruiters and immigration professionals ( lawyers and consultants). They had 8 speakers representing various government agencies that are involved in either processing of foreign worker applications or certification of trades workers. I looked around and I saw Filipinos there who are either in the recruiting business or considering of going into the business. The seminar was 3 hour long and at the end we had the Q&A portion.
In summary, this is what I learned:
1) Alberta needs people to fill in job vacancies. Large retail stores ( Canadian Tire, Home Depot, Staples, Best Buy, etc,), hotels ( Westin, Ramada, Quality Inn, etc), grocery stores ( Superstore, Safeway), construction companies or contractors,beverage companies like Tim Hortons and food chain outlets – Mcdonald’s, A&W,EDO( Japanese food),Subway, KFC, they are all hiring.
2) The placement should be paid by the employer NOT by the employee. POEA has issued an advisory memo to local Philippine recruiting agencies to abide by this rule of they can lose their license. Alberta, along with Saskatchewan, British Columbia and Manitoba have a legislation prohibiting recruiters from charging placement fee to employees.
3) The application to hire foreign workers which is submitted by the employer to Service Canada to obtain a positive Labour Market Opinion (LMO), on average takes 6 to 8 months, UNLESS the occupation falls under the ELMO (expedited labour market opinion) category. Those occupations that fall under the ELMO should only take 5 days to process.
4) In Manila, processing work permit applications may take 6 to 8 months, due to backlog. So many applicants, not enough immigration officers. In other countries, work permit applications on average take 3 to 4 months.
5) For trades skills, such as, welders, carpenters, pipe fitters, mechanics, that have licensing requirements, foreign workers who hold work permit need to pass the certification examination within 6 months from arrival, or their work permit will not be renewed.They are issued a one year work permit, which is renewable if they pass the qualifying exam. Within six months, they can write the exam 2 times, in some special cases they are allowed 3 times.
6) Foreign workers who work in food chain outlets as food servers can only work for 2 years, then they must exit Canada. After four months, they may re-enter Canada again on work permit if they are either re-hired by their present employer or if they find another employer.
7) Foreign workers who work in semi-skilled occupations in the hospitality industry, such as front desk clerks and room attendants ; food processing and beverage, such as Tim Hortons, or Maple Leafs farm; manufacturing such as assembly line workers; have a chance of applying for Permanent Resident status through Alberta’s Provincial Nominee Program (PNP). However, there is a limit on how many an employer can appoint for PNP. A large company who employs 451 and more employees can only appoint 18 foreign workers maximum a year.
Clearly, most of these foreign workers will have to leave Canada after two years. Only a few fortunate ones, those who are appointed by their employers for PNP application can remain and eventually become Permanent residents,as long as they meet all the requirements for Permanent Resident application.
When I went to West Edmonton Mall, considered the biggest in the world, I walked around the food court area and most of the food servers are Filipino foreign workers. Hotels’ room attendants are also mostly Filipino foreign workers. I spoke to someone who is working at KFC and she said she’s been working in Alberta for one year but worries that she will go back to the Philippines after her second year. The majority of food chain workers have the same fear. Fast food outlets do not qualify to appoint foreign workers for PNP. One fortunate man.also a Filipino foreign worker I met who works as an assistant manager in one of Tim Horton’s outlets has already been appointed, meaning he was nominated by his employer for PNP and is eligible to apply for Permanent Resident status.
There are plenty of jobs but the majority of Albertan employers prefer to fill the job vacancies either locally or inter-provincially. They think hiring foreign workers is costly. They have to pay the placement fee, they may have to pay the airfare and relocation costs. Also, it is a longer process to bring in foreign workers. Certainly, for Canadian residents,citizens and permanent residents, Alberta offers better and more employment opportunities. My 21 year old daughter came with me, gave out resumes to retail stores in West Edmonton Mall and got a job offer on the spot. Within 24 hours she got 2 more job offers.There is one downside to working in Alberta,Finding an affordable place to rent.

This only suggests that Canada need immigrants to do it’s “dirty jobs”. It is such a shame that we are loosing talented Filipinos to these kind of jobs for the purpose of earning some dollar. Quite frankly this a product of globalization. This is certainly a challenge to the Philipino government to get their acts together and amend its labour and foreign policies. How can we allow Filipinos be exploited in foreign countries to do jobs below their skills. We certainly can do better than that. Why do we allow these to ourselves?
Canada need people to replenish its ageing population, not to do its dirty jobs. You’re
degradingundermining the capability of the Filipinos abroad, when in truth many of them are doing very well in their host countries. I know because I know many of them.Don’t blame Canada or any other country if the Philippines is losing many talented people. Blame your government for the way that country is being run by them.
Now, if you have a solution to the problem by all means – do something about it. I’ll be very glad if you can.

hi Im a foreign worker here in alberta categorized as low-skilled, working in a fast food chain which is I need to exit canada after 2 years. I’ve been staying here for a year now and planning to look for housekeeping job. Just want to know if I will have a new employer and have another 2 yr contract would that mean that I don’t need to exit canada on 2009 but instead I will follow my new 2 year contract. My current employer also wants to take and asking to give my work permit to them because it’s their policy should I give it to them. If I will give my work permit to them is there a chance that I could still transfer for another job without my original copy of work permit. Can you help me because Im really confuse. I would ike to extend my stay here in Canada without exiting but i don’tknow if that is possible. What can I do??

I am a Filipino based in the U.A.E. Recently, I have submitted my resume to a Canadian based consultant, who visited U.A.E. and conducted orientation on how to apply for a job in Canada.
Myself along with some 50 people have paid US$ 100 as an ‘”assessment fee” to enable the consultant determine our eligibility and qualifications. After 2 weeks, I have received an e-mail from the same consultant and requesting me to advance initial 50% payment of US$ 1,800 so that they can proceed with finding an employer that would suit my experience. Another US$ 1,800 will be paid upon receipt of job offer from the employer and approval from Service Canada.
My question is, ‘Am I on the right track in pursuing a job in Canada?” Is it safe to remit US$ 1,800 at this point in time?” Furthermore, they said that if Canadian Embassy in the UAE denied me a visa, only US$ 1,000/- out of US$ 3,600 will be reimbursed to me.
Appreciate if you enlighten me on the abovementioned.

Albert – please hold on to your money. If you are a skilled person working in Dubai, in all honesty, you don’t need any professional help to qualify as an immigrant to Canada. My advise – send your application directly to the Canadian consulate and don’t leave Dubai while you’re processing your papers. It’s faster to process your documents from there than in the Philippines.

Hi Albert,
Be very careful dealing with so-called immigration consultants. First of all you MUST find out if the consultant is an authorized representative. Immigration Canada only recognizes members of Upper Law Society of Canada ( Canadian lawyers) and members of Canadian Society of Immigration Consultants ( Immigration Consultants). If they are not registered members of any of these two governing bodies, then they really should not be collecting fees. check the website of CSIC and look for that consultant name to see if he/she is a registered member.
As far as “finding you an employer” and they are collecting $1,800 upfront, I suggest you don’t. Paying them at this point for a “possible job placement” does not guarantee that they can find you a job.

The best way to find out for sure is to call Service Alberta. Ask them these two questions
1) I came in as temporary worker as food server for a fast food chain store, I know I have to exit Canada at the end of second year, however, if I can find an employer under a different category, example hotel or retail store, can I apply for a new work permit without leaving Canada?
2)Does my employer has a right to confiscate my original work permit ,eventhough it hasn’t expired yet?

I am a degree holder with the course of hotel and restaurant management, I’ve had my on-the-job training for 3 months at edsa shangri-la hotel as a service crew then eventually, after that, the company decided to hire me as one of their employees so my job was extended for another 9 months, after that i tried working for a call center as a customer service agent because i wanted to enhance my knowledege in the english language because i think it would help me a lot when i apply for a job abroad. my training lasted for 2 months. Its a shame under this particular body CSIC. there are so many booby consultants who charge money so as like assement, further to lodge your file, resume preparation etc etc.
Is the govt. of Canada aware of this recoganised booby CSIC. I am not biased, it is a fact and many of my freiends have been ripped of in terms of money by ways of assessments and done nothing.

I got my trainings and certificate and i even had a 1 year working experience as a caregiver here in the philippines hope that you can help me find a better job. honestly im afraid and maybe in trauma finding a good job. Ive experience not once but twice its always in an internet everytime that i saw the advertisement telling that theres an opening for a caregiver job abroad ill always send my resume and then they will give me feedback saying that i need to attend some training i attend twice and they were asking me to pay for the training fee hoping that my application will be process but unfortunately its a scam.The latest is just recently i thought this is a better because i found it in a newspaper the ads telling that theres an opening for a caregiver job then i send again my resume i emailed it then perhaps a week or 2 they send me reply tru my email telling that i need to attend again the training but i was in doubt again even though i saw that advertisement in the newspaper so what i did is i verified it first to the adress what was written on the newspaper i called up the stablishment that supposetedly they will be using for the training event and later on i found out that is a fake a scam again and i was so thankful to god that i never give any amount for that training.I dont know why some people specially foreign people do that kind of tricks to filipinos probably i guess becuase they know that most of the filipinos want to work abroad and they are really dying to leave the philippines because here in the philippines you cannot earn that money that you can get when you there.frankly speaking even i experience those kind of scam i really want to pursue my application hoping that one day i can find a perfect person who can help me and who beleive in god for those people who made those kind of scam i know they dont believe in the existence of god thats why they are not afraid that eventually they will be punish if not here on earth maybe in heaven.

The foreign governments just want to exploit foreign workers and new immigrants. Also, you only have your people to blame for having so many children for years and years and generations. Look at what has happened in your countries now. Look at the result. Clean up your own yard!
Life and living is also very expensive in Canada. To be living here and working here means being taxed until you can hardly breathe. So many taxes to go into the pockets of the government.

@ S – i feel sorry for the kind of thinking you have and for the way you view life in Canada in general. many immigrants, contract workers and caregivers in this country have made their lives and their loved ones better by becoming a productive member of this country. how do i know, you might ask? as an active observer of people and through constant dealings with different kinds of people thru our travel agency business – i have seen real life proof of regular filipinos and filipinas who have become successful here. i’ve known some filipino dentist here who use to rent a basement but are now making good and live in houses worth so much money. i personally know a former struggling filipino business man from a few years back who now enjoys a comfortable life with his family and have investments here, in the U.S. and in the Philippines. i know a lot of caregivers who because of their dedication to their work are rewarded by their wards of unimaginable gifts (like condominium units and money) because they serve them well. i know a former classmate who has recently arrived in saskatchewan as a contract worker but is now settled well as a permanent resident of Canada with his family, making top dollar per hour. there is so much success and opportunities that awaits any individual who come to this country – and there is still so much room for a lot of people who are not afraid to work hard, if you ask me. so, if you’re saying that there’s no more room for others who wanted to come here – i’d say you’re not a very competitive person and that you’re hanging out with losers so much. start looking for successful people as friends and you’ll find out that your outlook will change for the better. and oh, if you think living in Canada means being choked with taxes, then why not go to where you think you can keep all your income and still get benefits from the government? Dubai, perhaps?

Hi Mila,I’m a filipino Nurse hired by Capital Health institute now under Alberta Health services last july 16, 2008. I am under Mercan Agency here in Ortigas, makati City, Philippines. I have completed the requirements for deployment plus I have applied for my Norquest and CARNA with the help of my agency and finished my medical already.We were hired to work as LPN initially then will become RN after passing the exams and evaluations. Last january, we were informed that there will be a reorganization in Alberta health Services and therefore will cause delays to our application since they need to change everything from their files as part of reorganization. Last april they(Albertra Health Services) will supposedly visit and give us the new contract and LMO but unfortunately they postpone their trip as advised by the Alberta government. They said that they will resume the meeting this June. Now, june will end and there are no news from them. What could have been the reason?Will they pursue our applications?
